BY-LAWS OF THE TEXAS NORTH SECTION OF THE UNITED STATES PRACTICAL SHOOTING ASSOCIATION ***********************************************************************
ARTICLE 1 - Names and Affiliations The name of this organization shall be Texas North Section (TNS) of the United States Practical Shooting Association (USPSA).
ARTICLE 2 - Purpose
2.1. The purpose of these by-laws is to define the: guiding principles, organization and operating procedures for Texas North Section,
2.2. The purpose of Texas North Section is to promote the sport of practical shooting in the North Texas area.
2.3 To make the preferences and opinions of the members of the Texas North Section a direct and unified voice when dealing with issues involving Area 4 and USPSA.
ARTICLE 3 - Texas North Section Membership
3.1. Individual member - To become an individual member of Texas North Section, a person must:
a. Be a current member of USPSA, and
b. Be a current member of a Texas North Section member: Club. and
c. Participate in at least (4) regular club matches (excluding qualifiers for the Nationals) at Texas North Section member clubs during the preceding twelve (12) months.
3.2. CLUB - To become a member club of Texas North Section, the club must apply in writing (E-Mail or Letter) to the Executive Committee (EC), which will approve or reject the application by a majority vote. If the Executive Committee: approves the application for membership, the club president must sign this document in ARTICLE 12 before gaining full rights of Executive Committee membership. Accepted clubs will be bound by all articles incorporated by the North Texas Section Bylaws
The following Cubs are currently members of the section:
NT 09 Johnson County Shooting Sports Association
NT 23 The Double Tap Ranch
NT 24 North Texas Practical Shooters
NT 25 Dallas Action Pistol Shooters
ARTICLE 4 - Texas North Section Leadership
4.1. The Executive Committee: shall be the governing body for Texas North Section. The Executive Committee shall be composed of the following officers and representatives
4.1.1. Section Coordinator
a. Elected by the North Section member clubs per ARTICLE 7.
b. Chairman of the Executive Committee.
c. Manager of Texas North Section daily operations,
d. Non-voting member of the Executive Committee, except in cases of a tie vote:.
e. Organizer of competition for USPSA National Championship slots.
f. Represent the interest of Texas North Section with Area 4 and USPSA.
g. Coordinate the section activities of the: member clubs and ensure that each member club is conducting its program in conformance with USPSA rules.
h. No national or area officer, or Texas North Section Coordinator shall be required to pay match fees at any USPSA approved or sanctioned match or event in Texas North Section except for applicable: national and section mission count fees.
4.1.2. Club representative:
a. President or representative designated by the President of a Texas North Section member club,
b. Voting Member of the Executive Committee.
c. Collectively responsible for governing Texas North Section, approving proposed actions by non-voting
Executive Committee members, approving amendments to these by-laws for ratification by the Texas North Section membership.
4.1.3. Assistant(s) to the Section Coordinator
a. Optional position(s) nominated by the Section Coordinator and approved by a simple majority of Voting Members of the Executive Committee.
b. Non-voting member of the Executive Committee.
c. Duties and responsibilities delegated by the Section Coordinator.
ARTICLE 5 . The Position of Section Coordinator
5.1. Section Coordinator Election
Any member of Texas North Section can apply to the Executive Committee for a slot on the next ballot for Section Coordinator. The voting members of the Executive Committee shall elect the Section Coordinator by a simple majority of ballets cast per ARTICLE 7.
5.2. Section Coordinator’s Term of Office
5.2.1 The Section Coordinator shall serve for a term of one (1) year beginning upon winning the election described in ARTICLE 7.
5.2.2. The Section Coordinator shall not serve concurrently as a Club Representative on the Executive Committee.
5.3. Section Coordinator Resignation or Inability to Serve
Should the Section Coordinator resign from office or become unable to fulfill the duties of the office prior to completion of his (her) current one-year term, the Executive Committee shall immediately appoint an interim Section Coordinator to serve until the special election for a new Section Coordinator by the Texas North Section member clubs per ARTICLE 7. Texas North Section shall hold the next annual election for Section Coordinator as scheduled per ARTICLE 7.
5.4. Section Coordinator Removal
The voting Members of the Executive Committee may remove the Section Coordinator from office for just cause with a three fourths majority vote. The forum for such action shall be a session of the Executive Committee called by at least three member club presidents. The Section Coordinator shall be offered the opportunity to attend such meeting and present evidence and question witnesses. Just cause includes, but is not limited to the following actions:
a. Noncompliance with Article 9
b. Dereliction of the Section Coordinator duties described in ARTICLE 4.
c. Failure to effectively represent the interest of Texas North Section with USPSA and AREA 4 leadership
d. A pattern of behavior or practices contradictory to USPSA principles and guidelines
After removing the Section Coordinator under this process, the Executive Committee shall immediately appoint an interim Section Coordinator to serve the remainder of the one-year term or until the special election of a new Section Coordinator by the Texas North Section membership per ARTICLE 7.
which ever comes first. In either case, Texas North Section. shall hold the annual election for Section Coordinator as scheduled per ARTICLE 7.
ARTICLE 6 - Meetings of the Executive Committee
6.1. The Executive Committee shall meet at least semi- Annually. The Executive Committee shall determine the
schedule for its, regular meetings. Meetings may me conducted electronically either by E-mail or on a special forum page on the web.
6.2. The Section Coordinator shall be responsible for notifying the Texas North Section member clubs of pending Executive Committee meetings. Except in cases of emergency, the Section Coordinator shall notify the Texas North Section membership at least ten (10) days in advance of any Executive Committee meeting.
6.3. Robert’s Rules of Order shall govern the conduct of all Executive Committee meetings.
6.4. A quorum of one-half the Voting Members of the Executive Committee shall be necessary for any assembly to qualify as an official meeting of the Executive Committee.
6.5. The Section Coordinator shall appoint an Executive Committee member to record and maintain an accurate minutes of each Executive Committee meeting., Except for closed-door meetings, the Section Coordinator shall make the meeting minutes available to the Texas North Section membership when requested.
6.6. The Section Coordinator or one-third of the Voting Members of the Executive Committee may call special meetings. Any Voting Member desiring a special meeting shall provide the Section Coordinator with the required number of endorsements from other voting Members of the Executive Committee.
6.7. All Executive Committee meetings shall be open to a Texas North Section member when requested from that member in advance, except for a meeting to discuss removal of the Section Coordinator or other officer of Texas North Section; legal action involving Texas North Section; or impropriety with the Texas North Section treasury. A majority vote of present Executive Committee members may close section meetings.
ARTICLE 7 - Texas North Section Elections
7.1. Unless designated otherwise, all elections and voting by Texas North Section membership on issues, resolutions, and proposals shall be by a show of hands or electronically by the E-mail or a special forum page on the web.
7.2. Voting during Executive Committee meetings shall be by a show of hands or electronically by the E-mail or a special forum page on the web.
7.3. A simple majority of the votes cast shall determine the winner of an election or ballot issue. If no single candidate has a simple majority, a run-off election between the two candidates receiving the most votes in the initial balloting shall determine the winner.
7.4. The election for Section Coordinator by Texas North Section member clubs shall be by written ballot either by mail or E-mail and the results must be posted publicly. All ballots must be delivered to the person designated by the Executive Commit tee to receive the ballots no later than December 15 of each year. The regular election for Section Coordinator shall be held the first week December of each year. Notice of the election shall be at least thirty (30) day except as; provided in ARTICLE 7.5.
All qualified individual members seeking to run for Section Coordinator must notify the voting Members of the Executive Committee in writing either by mail or E-mail. no later than 5:00 p.m. central standard time on November 15 to be included on the ballot for that year.
7.5. The Executive Committee may call a special election at any time to fill the position of Section Coordinator to
complete an unexpired term. The Executive Committee shall designate a person to notify the Texas North Section
member clubs of the election at least ten (10) days in advance.
ARTICLE 8 - Texas North Section Finances
8.1. Each member club shall pay the sum of One and No/100 Dollars ($1.00) per shooter based upon such club’s monthly matches as Section Mission Count, The Section Mission Count for special matches such as nationals qualifiers and section championship matches, the host club shall pay Section Mission Count in an amount to be set by the Executive Committee. Payment shall be made: to the Section Coordinator, and then forwarded to the Section Treasure IF a Section Treasurer has been appointed by the Executive Committee.
8.2. The Club president is collecting the Mission Count fee for the North Texas Section as part of his regular match fee on behalf of the Texas North Section and member club’s Section Mission Count for a match shall be paid no later than ten (10) days after the match.
8.3. The Section Treasurer shall be responsible for maintaining a Texas North Section treasury dispensing funds for matters authorized herein, and keeping accurate records of Texas North Section finances,
8.4. The Section Treasurer shall provide an accounting of Texas North Section finances at each Texas North Section Executive Committee meeting. If no Section Treasurer has been appointed by the Executive Committee, the Section Coordinator shall provide an accounting of Texas North Section finances at each Texas North Section Executive
Committee meeting.
8.5. Section funds may be disbursed as follows:
8.5. Payment for all reasonable and necessary expenses of the Section as approved by the Executive Committee.
8.5.2. The Section Coordinator may be reimbursed for all reasonable and necessary out of Pocket expenses he may incur in the furtherance of section business or attendance at various matches held by member clubs.
8.5.3. The Section Coordinator may, on his own authority, expend section funds for projects, awards or events for the benefit Texas North Section.
ARTICLE 9 - Slots to USPSA National Championships
9.1. Slots to USPSA Nationals. Championship competitions shall be first awarded to section members based on match competition in a manner to be approved by the Executive Committee.
9.2. No Texas North Section member receiving a slot to a USPSA National Championship from other Sources shall be eligible to receive a slot from Texas North Section for that same championship
9.3. If the Section Coordinator is unable to award all of the available slots to eligible candidates per ARTICLE 10.1, the Section Coordinator shall have the authority to distribute any surplus slots.
ARTICLE 10 - Amendments to the By-Laws
10.1. Any Texas North Section member club may propose an amendment to these by-laws by submitting the proposal in writing to an Executive Committee member. The Executive Committee shall consider the proposed amendment(s) at the next Executive Committee meeting.
10.2. A two-thirds majority of the Voting members of the Executive Committee must approve a proposed amendment to these by-laws
